Children At Play Early Intervention Center (CAP) has proudly served the Staten Island community since 1989, providing high-quality, individualized services for children and adults with special needs. CAP offers comprehensive evaluations, Special Education Itinerant Services (SEIS), and a variety of additional supports designed to help individuals reach their full potential. In 2017, CAP expanded its programs to include OPWDD waiver services, including Self-Direction, for both children and adults.
Evaluating Needs, Supporting Growth
Evaluations 
Children At Play is an approved screening and evaluation site for infants, toddlers, and young children suspected of having developmental delays or disabilities. Evaluations are provided at no direct cost to parents through the NYC Department of Education (CPSE). Our New York State licensed and certified professionals conduct screenings and assessments that may address all areas of development or focus on specific concerns.
SEIS
Special Education Itinerant Services (SEIS) provide eligible preschool children with individualized support from a Special Education Itinerant Teacher (SEIT) while attending a community preschool or daycare. Services are provided according to the child’s Individualized Education Program (IEP). The SEIT works directly with the child, collaborates with classroom teachers, adapts instructional methods and environments, and provides activities designed to support progress toward educational goals.
Funding Independence, Freedom with Support
Self-Direction 
Self-Direction is an OPWDD waiver service that gives participants greater control over the services and supports that are important to them. Participants may have Budget Authority and Hiring Authority while receiving guidance from a Fiscal Intermediary and Broker.
Fiscal Intermediary (FI)
Our FI team provides individualized support to participants and families, assisting with Medicaid billing, onboarding and paying staff, managing budgets, and identifying allowable services and supports.
Agency Brokerage
Our Agency Brokerage provides one-to-one guidance throughout the Self-Direction process, helping participants develop a budget based on their individual needs, explore available services, and build a strong support team. CAP remains committed to person-centered care that empowers every individual to develop skills, confidence, independence, and meaningful connections within their community.
